Gordon Brown is set to write off £5billion wrongly paid out in the tax credits fiasco, it was claimed last night.

The staggering sum was said to have piled up over just four years - either overpaid to millions of hard-pressed families or simply stolen by fraudsters.

Now the Treasury is expected to waive it all.

The amount was calculated by the Liberal Democrats from official figures.

Shadow paymaster general Mark Francois said Ms Walker's admission "blows open the doors to the reality of Gordon Brown's pet tax credit scheme". He added: "When a senior civil servant admits that most claimants do not understand why they have received their given level of tax credit, is it any wonder that the system has been in chaos for so long?

I would imagine most here have read what the parliamentary ombudsman said. Anyhow if anyone hasn't here's the link.
The government has not implemented any of his recommendations, which begs the question whats the point of the ombudsman?

Yesterday in Parliament (30 March 2007)
...But Mr Brown insisted in rowdy question time exchanges that 20 million people would be better off.

He said that the government was "on the side of hard working families" and the best way to help people on low incomes was through tax credits.

Mr Brown was accused of avoiding answering questions on the "shambles" in the tax credit system.

Questions on the troubled system were answered by the chief secretary to the Treasury, Stephen Timms, who was branded the chancellor's "human shield".

He was standing in for the paymaster general, Dawn Primarolo.

"Huge sums were also mistakenly paid to Eastern European migrants who continued raking in the credits after they returned home."

I'm curious as to how exactly these people qualified for tax credits in the first place, surely tax credits only go to UK citizens (I'm unsure of this as I don't qualify for them)?

No too prudent eh, Gordon? Another brick knocked off the crumbling wall of Brown's solid fiscal stewardship.

- Paul, London

May I be so bold as to offer a clue? I ask how hard can it be? If the Government didn't take the money as tax from these hard working families initially then they would not have to give it back to them as tax credits now would they? Hence the problem would never have existed in the first place.

Also, as an IT person I know full well that many IT experts said the system was designed to be defrauded before they even started building it. So to call it 'incompetence on an industrial scale' is plainly wrong, as what has happened, is what was intended from the get go.

- Threaded, Roskilde, Denmark

I cannot think of a Brown "utopia" that has not ended up with the aroma of incompetence, followed by deceit, stealth taxes and spin.

The Liberal Democrats today called on Gordon Brown to fix the 'administrative shambles' of the tax credits system before leaving the Treasury.

The attack comes ahead of the release of Government figures on tax credits tomorrow, which are expected to show £6bn of overpayments - over £2bn of which may never be recovered.

Belfast telegraph..still going on..

Monday, May 28, 2007

By Sam Lister

Almost one in three hard-up Ulster families who have received tax credits will have to give back part of the money because they have been overpaid.

New figures reveal that around 28% of the 194,600 Ulster families who received payments in 2004/2005 were given too much cash. Overall, more than £46m was overpaid in Northern Ireland - with Belfast accounting for £6.6m of the total.

David Lidington says he is disappointed the tax credits system is creating hardships for the people it was designed to help

figures from HM Revenue and Customs show that significant errors are still made in tax credit payments to people in Bucks.
The data for the 2005-06 financial year shows no improvement on last year's figures. Of 10,500 payments to people in the Aylesbury constituency, over 4,000 were incorrect. The story is similar for both the Aylesbury Vale and Wycombe Council areas.

Poor turn down hand-outs because they don't want to be caught in Brown's tax credit 'trap'

Hard-up families are deliberately shunning thousands of pounds in state hand-outs because they fear being caught in Gordon Brown’s tax credit "trap", MPs have been told.

The Citizens Advice Bureau has warned that a growing number of people say they do not want to claim tax credits because they are "afraid" of having payments clawed back or being "worn down" by administrative problems

Millions missing out on Tax Credits - Laws
31 May 2007

Figures released today by the Liberal Democrats show that millions of people are missing out on the chance to claim money they are entitled to under the Tax Credit system.

The statistics show that more than two million people failing to claim an average of between £1,410 and £1,778 per year.

Up to 260,000 people earning less than £20,000 are missing out on an average of between £2,500 and £3,577 per year.

Commenting, Liberal Democrat Shadow Work and Pensions Secretary, David Laws MP said:

"It is deeply disturbing news that so many of the poorest families are shunning the Tax Credit system because of fears of having to repay back large amounts of money.

"With millions of families each year having thousands of pounds demanded back by Gordon Brown - money most people simply don't have - it is entirely understandable that many want out of the system altogether.

"Tax Credits were meant to give vulnerable families a safety net. Instead they have created a climate of fear and uncertainty.

"The Tax Credit system needs radical reform to make it simpler and ensure the needs of families are put first."
